I have a few project vehicles on my property. Can I cover them with a tarp to be in code compliance?

All abandoned, inoperable, or unlicensed vehicles must be stored inside a covered garage or carport, registered or removed from the property. (KCC Ch. 401.020 (i). In addition, vehicles under repair or unlicensed cannot be parked on the street. Operable and licensed vehicles may only be parked on the street or public right-of-ways as long as they are not obstructing or hindering the view necessary for the safe operation of vehicles.
